As the first step you need to put about 25 kg of cow dung into the slurry tank and mix it thoroughly with same amount of water. Put the smaller tank into this slurry tank and keep it undisturbed. Gas production will be started from the third day itself. But this gas produced will not burn. As the gas is formed the smaller tank will start to raise upwards . Gas produced in the beginning have to be removed by opening the stove. There will be a bad odor for the gas produced in the early days. As it progresses there will be no odor for the gas. It will take about 20-30 days to produce gas which will burn correctly. You can put .5kg of waste into this tank every day. The waste put into the tank have to be mixed with equal amount of water.
